In 2013 the Portuguese government publishes the law that created the Habitual Non-Resident Statute with the aim of capturing retirees from the European Union by offering "zero" taxation on pensions received for all new residents in Portugal. Strongly affected by the banking crisis and the contraction of access to credit, the Portuguese real estate market fell sharply, albeit on a smaller scale than in neighboring Spain. During the bubble of 2006, prices reached extreme peaks in Spain, which has never been the case in Portugal, confirming the nature of a Portuguese real estate market fundamentally more sound and less speculative.

Summary of the Law on the Non-Resident Status:

Conditions for non-habitual resident status:
- Not having been Portuguese resident the last 5 years
- Live more than 6 months a year in the country, even discontinuously

The advantages of the status:
- 0% tax on income generated outside Portugal
- 20% flat tax on income generated in Portugal

The duration of the benefit:
- 10 years - Beyond, application of the Portuguese progressive scale (close to that in France)
